How to participate on MapMyIssue in a way that helps everyone.

Section 1

WHY THESE GUIDELINES EXIST

MapMyIssue is a community platform created to help people document, discover and bring visibility to genuine civic issues. These Community Guidelines explain what is acceptable on MapMyIssue, what is not allowed, and how we may respond when content or behaviour creates a problem.

They apply to reports, photographs, videos, comments, community interactions, profiles and other content or activity on the Platform. These Guidelines form part of the MapMyIssue Terms & Conditions.

Section 2

OUR COMMUNITY PRINCIPLE

Document the issue. Don't target the person.

MapMyIssue is about civic problems—not personal attacks. A good report should help someone understand:

  • What the problem is
  • Where it is
  • What it looks like
  • When it was observed
  • Why it matters to the community

The goal is to create useful documentation, not create conflict.

Section 3

WHAT YOU CAN REPORT

You are encouraged to report genuine civic and public issues, including:

Roads & Transport

  • Potholes
  • Damaged roads
  • Unsafe road surfaces
  • Missing or damaged road signs
  • Broken traffic signals
  • Dangerous road conditions
  • Damaged speed breakers
  • Road markings that require attention

Footpaths & Public Spaces

  • Broken footpaths
  • Blocked footpaths
  • Unsafe pedestrian areas
  • Damaged public spaces
  • Accessibility issues

Water & Drainage

  • Waterlogging
  • Flooding
  • Open drains
  • Blocked drains
  • Drainage problems
  • Sewage-related public infrastructure issues

Waste & Cleanliness

  • Illegal dumping
  • Garbage accumulation
  • Overflowing public bins
  • Persistent cleanliness issues

Public Infrastructure

  • Broken streetlights
  • Damaged public infrastructure
  • Missing or damaged public facilities
  • Unsafe public structures

Other Civic Issues

You may report other genuine issues affecting public spaces or community infrastructure, provided the report complies with these Guidelines and our Terms & Conditions.

Section 4

WHAT MAKES A GOOD REPORT?

A useful report should be:

  • Accurate — Describe what you actually observed.
  • Specific — Mention the location and relevant details.
  • Relevant — Keep the report focused on the civic issue.
  • Evidence-based — Where possible, include photographs, videos or other information that helps explain the problem.
  • Respectful — Focus on the issue rather than attacking individuals.
  • Current — Where possible, indicate when you observed the issue.
Section 5

BEFORE YOU POST

Before submitting a report, ask yourself:

  • Is this a genuine civic issue?
  • Is the location correct?
  • Have AI tools been used to create false video or generate fake misinformation?
  • Am I describing what I actually observed?
  • Have I included unnecessary personal information?
  • Am I reporting the problem—or targeting someone?
  • Would this report still make sense without naming an individual?

If the answer to the last question is yes, avoid identifying the individual.

Section 6

PEOPLE IN PHOTOS AND VIDEOS

Photos and videos taken in public spaces may naturally contain people, vehicles or other identifying details. That does not automatically make the content prohibited. However, you should avoid:

  • Deliberately photographing individuals to identify them
  • Close-up images of unrelated people
  • Posting someone's personal information
  • Targeting a specific person
  • Shaming or humiliating individuals
  • Encouraging others to confront someone
  • Using a civic report as a reason to expose someone

Focus on the civic issue, not the person. Where possible, avoid unnecessary identifying details. MapMyIssue may blur, anonymise, restrict or remove content where appropriate.

Section 7

VEHICLE NUMBER PLATES

Vehicle registration numbers may sometimes appear incidentally in photographs of roads or traffic conditions. You should not intentionally publish a vehicle registration number for the purpose of identifying, targeting, threatening, shaming or harassing the vehicle owner or driver. If the number plate is not relevant to documenting the civic issue, avoid highlighting it. MapMyIssue may restrict, blur or remove identifying information where reasonably necessary.

Section 8

PRIVATE INFORMATION

Do not post another person's private or sensitive information. This includes phone numbers, personal email addresses, home addresses, government identification numbers, financial information, medical information, passwords, private messages, personal documents, or other sensitive personal information.

This is commonly referred to as doxxing when private information is exposed to target or identify someone. Doxxing is not permitted on MapMyIssue.

Section 9

REPORTING BUSINESSES OR ORGANISATIONS

You may document genuine civic issues involving businesses, organisations, contractors or other entities where the issue is relevant to the purpose of MapMyIssue. For example:

"Footpath outside this location is blocked by construction material."

is materially different from:

"This business is corrupt and stealing public money."

The first documents an observable issue. The second makes a potentially serious allegation. Users must not use MapMyIssue to make unsupported accusations of fraud, corruption, theft, criminal activity, abuse, dishonesty, professional misconduct or other serious wrongdoing.

If you are reporting an observable civic condition, describe what you saw rather than making conclusions about someone's motives or character.

Section 10

GOVERNMENT BODIES AND PUBLIC OFFICIALS

MapMyIssue may contain reports concerning municipal bodies, government departments, public authorities, public infrastructure, contractors, public officials or other government-related matters. Users may document observable public issues. However, reports must not be used to threaten or harass officials, publish private information, encourage people to target an individual, make knowingly false allegations, or encourage unlawful action.

Criticism of public services or public infrastructure is different from targeted harassment of an individual.

Section 11

FALSE OR FABRICATED REPORTS

Do not knowingly submit fake incidents, fabricated problems, false locations, staged evidence presented as genuine, manipulated photographs presented as original evidence, false descriptions, false dates, false claims about individuals or organisations, or reports created primarily to damage someone's reputation.

Good-faith mistakes can happen. If you discover that information in your report is incorrect, please contact MapMyIssue so that it can be reviewed.

Section 12

MANIPULATED OR AI-GENERATED CONTENT

Do not present manipulated, edited, AI-generated or synthetic photographs, videos or other media as genuine evidence of a real-world civic issue. If altered or AI-generated content is permitted for a particular feature, it must be clearly identified where required. MapMyIssue may remove or restrict content where its authenticity is materially misleading.

Section 13

HARASSMENT AND TARGETING

MapMyIssue must not be used to target people. Prohibited behaviour includes:

  • Repeatedly targeting an individual
  • Insults directed at individuals
  • Threats
  • Intimidation
  • Bullying
  • Encouraging others to harass someone
  • Organising harassment campaigns
  • Public shaming
  • Revenge posting
  • Publishing personal information
  • Encouraging confrontation

A disagreement does not justify harassment.

Section 14

NO VIGILANTISM

MapMyIssue is not a platform for organising people against individuals or organisations. Do not use a report to encourage users to confront someone, threaten someone, damage property, retaliate, mob or surround someone, take matters into their own hands, or carry out unlawful action.

If an issue requires official intervention, use the appropriate government, police, emergency or legal channel.

Section 15

COMMENTS AND COMMUNITY DISCUSSION

Comments should contribute meaningfully to the discussion. Good comments may add useful information, confirm observations, provide additional context, share relevant updates, correct factual information respectfully, or help the community understand the issue.

Comments should not become personal attacks. Do not use comments for abuse, threats, harassment, spam, personal disputes, doxxing, unrelated advertising, repeated arguments intended to disrupt discussion, or coordinated attacks against another user.

Section 16

COMMUNITY SUPPORTS AND VOTES

Supports, upvotes and other community interactions are intended to indicate community interest or agreement. They are not official votes, government endorsements, legal findings or proof that a report is true.

Do not manipulate community engagement through fake accounts, multiple accounts, bots, scripts, purchased engagement, coordinated fraudulent voting or other deceptive methods. MapMyIssue may remove or invalidate manipulated engagement.

Section 17

DUPLICATE REPORTS

If an issue has already been reported, check the existing report before creating another one where practical. Multiple people may legitimately report the same issue, particularly when they provide different evidence or observations. However, do not create duplicate reports solely to increase visibility, artificially increase engagement, manipulate community statistics, or make an issue appear more widespread than it is. MapMyIssue may merge, link, restrict or remove substantially duplicate reports.

Section 18

PERSONAL DISPUTES

MapMyIssue is not a platform for settling personal disputes. Do not create a civic report to get revenge on a neighbour, target an ex-partner, attack a colleague, damage a competitor, shame a private individual, settle a business dispute, or publicly pressure someone in a personal matter.

If the underlying issue is genuinely civic, report the civic issue without turning the report into a personal campaign.

Section 19

ADVERTISING AND PROMOTION

MapMyIssue is intended primarily for community reporting. Do not use reports or comments for unauthorised advertising, promotional spam, repeated business promotion, affiliate links, unsolicited sales messages, fake reviews, or promotional campaigns disguised as civic reports. MapMyIssue may permit certain partnerships, campaigns or sponsored features separately.

Section 20

ILLEGAL OR HARMFUL CONTENT

Content that is unlawful or creates a significant risk of harm may be removed or restricted. This includes, among other things, threats of violence, instructions facilitating unlawful activity, exploitative content, content involving child sexual exploitation, malicious software, fraudulent activity, identity theft, doxxing, credible threats, content intended to facilitate harm, or other unlawful material. MapMyIssue may preserve relevant information and cooperate with lawful authorities where required or permitted by law.

Section 21

COPYRIGHT AND CONTENT RIGHTS

Only upload photographs, videos and other material that you have the right or lawful basis to submit. Do not copy and upload someone else's photograph, video, artwork, article, document, or other protected material without appropriate rights or permission, unless a lawful exception applies. If you believe your copyrighted work has been used without permission, you may contact MapMyIssue through the appropriate complaint channel.

Section 22

SAFETY FIRST

Do not put yourself or others in danger to create a report. Do not:

  • Stop in unsafe traffic conditions to photograph an issue
  • Enter restricted areas
  • Trespass
  • Interfere with traffic
  • Approach dangerous structures
  • Confront people involved in an incident
  • Take unnecessary risks to obtain evidence

Your safety is more important than a report.

Section 23

EMERGENCIES

MapMyIssue is not an emergency service. Do not rely on MapMyIssue for immediate assistance involving medical emergencies, fires, crimes in progress, immediate threats to life, dangerous infrastructure requiring immediate intervention, or other urgent situations. Contact the appropriate emergency or public authority directly.

Section 24

WHAT HAPPENS WHEN CONTENT IS REPORTED?

When a report, comment, image or account is flagged, MapMyIssue may review the matter. Depending on the circumstances, we may:

  • Keep the content if it complies with our rules
  • Request changes — We may ask the user to remove unnecessary information or clarify the report
  • Blur or anonymise — We may hide personal or identifying information
  • Restrict visibility — Content may remain available but have reduced visibility or limited functionality
  • Label or link — We may add context, warnings or connect related reports
  • Remove content — Content may be removed where it violates these Guidelines, our Terms, applicable law or creates a significant Platform concern
  • Restrict or suspend an account — Serious or repeated violations may result in account restrictions or suspension
  • Terminate an account — Severe, repeated, fraudulent or dangerous behaviour may result in permanent termination
Section 25

WE MAY ACT BEFORE A FINAL LEGAL DETERMINATION

MapMyIssue does not need to wait for a court or government authority to determine that content is unlawful before taking Platform-level action. Where we reasonably believe content creates a significant risk involving privacy, safety, harassment, fraud, security, copyright, defamation, abuse, Platform manipulation or other serious concerns, we may restrict or remove the content while the matter is reviewed. Platform moderation is not a legal finding. Removing content does not necessarily mean that the underlying allegation is true or false.

Section 26

MODERATION IS NOT PERFECT

MapMyIssue may use human review, automated systems, algorithms, AI-assisted tools, user reports and other moderation mechanisms. These systems can make mistakes. We may reconsider moderation decisions where new information becomes available or where we determine that an error was made.

Section 27

APPEALS AND REVIEW

If you believe your content was incorrectly removed or restricted, you may contact MapMyIssue and request a review where an appeal mechanism is available. Your request should explain what content was affected, why you believe the decision was incorrect, and any relevant evidence or context. We may maintain the original decision where the content remains inconsistent with our rules, creates a safety or privacy concern, or where removal is otherwise appropriate.

Section 28

REPEAT OR SERIOUS VIOLATIONS

MapMyIssue may take stronger action when violations are repeated, deliberate, fraudulent, coordinated, malicious, threatening, dangerous, or designed to evade previous enforcement.

Possible consequences include:

Warning → Content restriction → Content removal → Feature restriction → Temporary suspension → Permanent termination

The response may vary depending on the seriousness and circumstances of the violation.

Section 29

COORDINATED ABUSE

MapMyIssue may take action against coordinated attempts to manipulate or disrupt the Platform. This may include mass fake reports, coordinated fake accounts, organised vote manipulation, coordinated harassment, false reporting campaigns, attempts to overwhelm moderation systems, or attempts to artificially create the appearance of community consensus. We may consider activity across multiple accounts when investigating suspected coordinated abuse, subject to applicable law.

Section 30

GOOD-FAITH PARTICIPATION

We encourage users to participate in good faith. You do not need to be a professional journalist, engineer, lawyer or civic official to submit a report. You simply need to:

Observe → Document → Report responsibly.

If you are unsure about something, describe what you observed rather than presenting an assumption as a fact.

Section 31

MAPMYISSUE DOES NOT ENDORSE USER CONTENT

The publication of a report, comment, photograph, video, vote or other User Content does not mean that MapMyIssue agrees with it, has verified it, supports the user's opinion, confirms an allegation, confirms that an individual or organisation acted improperly, or guarantees that the reported issue exists exactly as described. User Content represents the views and observations of the person who submitted it.

Section 32

PROTECTING THE HISTORICAL RECORD

MapMyIssue is intended to maintain a useful historical record of community-reported civic issues. For this reason, removing a user's account does not necessarily result in removal of every report they previously submitted. Where appropriate, a historical report may remain available while identifying information is removed or replaced with an anonymous attribution. This allows MapMyIssue to preserve community documentation while reducing unnecessary personal information.

WHEN IN DOUBT

If you are unsure whether something belongs on MapMyIssue, ask:

"Is this documenting a genuine public or civic issue, or am I targeting a person?"

If it is the former, provide useful facts and evidence. If it is the latter, do not post it.

Section 35

CHANGES TO THESE GUIDELINES

We may update these Community Guidelines as MapMyIssue evolves, new features are introduced, new risks emerge or applicable laws and regulatory requirements change. The "Last Updated" date will identify the current version. Where appropriate, we may provide additional notice of material changes.

Section 36

FINAL PRINCIPLE

MapMyIssue works best when people use it to make civic problems visible—not make people targets.

  • Report honestly.
  • Protect people's privacy.
  • Document what you actually observe.
  • Don't manipulate the community.
  • Don't put yourself or others in danger.

And remember: The goal is to improve the place, not attack the person.
